This article aims to analyze the trajectory of the Magical Towns Program since its creation, identifying the positive points that contributed to the tourist development of these locations, as well as the weaknesses that may have impacted its effectiveness. The methodological path started from documentary research in official tourism bodies and bibliographical research. The results of the analysis highlighted the importance of the program for the diversification of the Mexican tourist offer, preservation of heritage, local socioeconomic development, among other benefits. However, the following weaknesses were found: increased violence and insecurity, gentrification, low-paying jobs, privatization disguised as patrimonialization, among others. The research problem consists of: how can cultural spaces located in the Seridó/RN region be appropriated by Tourism as a space for professional activity? The theoretical framework relates discussions about cultural heritage (CHOAY, 2017; FUNARI, PELEGRINI, 2009; PEREIRA, ORIÁ, 2012), Cultural Tourism (BRASIL, 2010; COSTA, PEREIRO PÉREZ, 2009) and Museology. This model was developed in five stages and seven phases, combining methods such as systematic literature review, case study, and the Delphi technique. Following the initial proposal, the model was adjusted through expert input, resulting in the inclusion of new indicators and the removal of less relevant ones. Final validation was done using specific criteria, leading to the selection of the most critical indicators. The result was a robust and validated model, ready for implementation in real-world settings, providing a comprehensive view of the entrepreneurial tourism ecosystem in Manabí. This model comprises six dimensions and eleven determinant factors, along with 25 indicators deemed crucial, offering an effective guide for decision-making in the tourism sector. To do so, a narrative review is used, given its permeability with subjectivity and interconnection with the experiences of the proponent of this research, whose academic trajectory intersects with the field of Cultural Studies, a theoretical current that has culture as its primary object of study. Thus, this article is subdivided into four sections that aim to raise theoretical reflections on changes in the concept of culture and tourism, mainly with regard to its cultural basis, in order to problematize the pleonastic syntagma cultural tourism, with regard to the elaboration of tourist products, which are built through the use of culture. By pursuing this investigative trajectory, it was possible to highlight the role of culture in the development of tourism, through interpretation practices that focus on heritage sites, cities and places to convert them into tourist products. The community of Barra do Cunhau, located in the municipality of Canguaretama/RN, has stood out because of Caiacada Ecological. This event organized annually by the local community itself with characteristics falling within the ecotourism segment was the object of investigation in this research, considering the need for greater depth in ecotourism activities in small communities. Therefore, the present study aimed to investigate whether this event contributes to the sustainable development of Barra do Cunhaú. To achieve this, qualitative and exploratory research was used, collecting data through participant observation and semi-structured interviews. Dissatisfaction was noted regarding the lack of investment by the public sector in tourist infrastructure and the provision of basic services for the locality. Although the existence of conflicts and a possible concentration of tourist flow in certain enterprises has been verified through empirical research, the presence of the community in organizing the event is notable.
